Higher education institutions worldwide are facing unprecedented challenges at the intersection of political oversight, internal governance and academic freedom. In many European higher education systems the autonomy and power of self-regulation has increased in the last decades for public universities. At the same time governments have been introducing new forms of oversight on universities in the last decades, either directly (such as with performance contracts) or indirectly (through national quality assurance and other agencies) to monitor institutional performance.

Universities operate in extraordinarily challenging environments constrained by financial pressures, shifting geopolitics, and mounting fears of global conflict. This has led governments to increase control and oversight over higher education, linking public funding more tightly to national agendas and imposing tighter regulations linked to national and global security. The social contract between the State and universities with wide delegation of power to universities is under pressure.
