Enora Bennetot Pruvot

Deputy Director for Governance, Funding and Public Policy Development, EUA, BE
Enora Bennetot Pruvot is Deputy Director for Governance, Funding and Public Policy Development at EUA. She has published on university financial sustainability (2011, 2025), higher education funding (2015, 2022, 2025), university mergers (2015, 2019), and university autonomy (2017, 2023). She is responsible for EUA’s biannual Funding Forum and has led EUA’s Public Funding Observatory, a monitoring tool recording public funding to higher education institutions over time.
At European level, she has worked on EU research funding, including EUA’s campaign for sustainable, sufficient, and simple EU funding for universities, as well as on the regulatory and financial developments linked to the European university alliances (2021, 2022). Before joining EUA in 2008, Enora gained experience in the field of European research funding.
Enora holds master’s degrees in political science and European public affairs, and in European political and administrative studies from the College of Europe in Bruges, Belgium.
Paul Boselie

Professor in the Utrecht University School of Governance, Utrecht University, NL
Paul Boselie (PhD, MSc) is a professor at the Utrecht University School of Governance (USG) in the Netherlands, where he focuses on the added value of employees (HRM and performance). Questions that guide his work include: what constitutes good performance in healthcare, education and government, and which forms of management control are most effective in specific organisational contexts? For his work he recently received the Dutch HRM Network Award (2022).
As Chief Open Science for Utrecht University, he is the ambassador for Utrecht University’s ambition to promote open science as part of its commitment to making science more open and even more reliable, efficient and relevant to society. With his Open Science Office, he works on the implementation of open science in the organisation. It encourages and facilitates researchers to put open science into practice.
Thomas Estermann

Director for Governance, Funding and Public Policy Development, EUA, BE
Thomas Estermann is Director for Governance, Funding and Public Policy Development with responsibilities for EUA’s work aimed at strengthening universities’ autonomy, governance, leadership, management and their financial sustainability.
Thomas is actively involved in various European and national committees, expert groups, editorial boards, and advisory boards, including those of European university alliances. He regularly contributes to higher education management programs and recently developed the EUA Leadership Development Programme to equip senior university leaders with the leadership tools to drive transformation in higher education. He has provided guidance in multiple national higher education reform processes in Europe and beyond and has authored publications on university funding, governance, leadership, and management.
Prior to joining EUA in 2007, he held the position of Deputy University Director at the University of Music and Performing Arts, Vienna. During this time, he served as a member of the university’s senate and was involved in several significant higher education reforms in Austria. Before entering the University, he pursued a career as a lawyer. He holds a master’s degree in law from the University of Vienna.
